Colleen Green is an independent consultant specializing in program design, business development, and technical assistance for internationally focused organizations advancing global economic development. She previously served as Vice President for Economic Growth at the global consulting firm DAI, where she led the design and technical delivery of a $1 billion economic growth portfolio. In this role, Ms. Green managed a team of 30 specialists supporting more than 35 USAID- and World Bank-funded programs. Her work focused on expanding private sector competitiveness, particularly among small and medium-sized enterprises, improving market and finance access, mobilizing private capital, upskilling workforces, and fostering trade.

With more than 30 years of experience, Ms. Green brings deep expertise in financial inclusion, financial sector development, blended and climate finance, MSME development, gender lens investing, and livelihoods. She has worked in 26 countries, primarily across Africa and Eastern Europe, partnering with governments, development finance institutions, financial institutions, community organizations, and the private sector. Her consulting work includes studies and evaluations on investment ecosystems, nonbank financial institutions, informal savings mechanisms, and service delivery to vulnerable populations for clients such as USAID, FCDO, the World Bank, IFC, Financial Sector Deepening programs, and the Gates Foundation. She has also designed numerous SME, trade, and financial sector programs for USAID.

Ms. Green previously served as an adjunct professor at the Johns Hopkins School of Advanced International Studies, where she co-led the course Microfinance and Development.
