The Circular Migration Program in Mauritius: Policy Recommendations

The Circular Migration Program is part of the Government’s broader Empowerment Program, which provides training and reskilling for retrenched workers and support for the development of new entrepreneurs and small/medium enterprises (SMEs).  Under the Circular Migration Program, the Government has already entered into a circular migration agreement with France and agreements with several Canadian companies for the employment of Mauritian workers. The objective of the workshop was to develop a policy framework and implementation plan for the matching savings scheme and/or the SME training program. The team made recommendations regarding the integration package for participants in the CMP.
