Developing an AI-Powered Knowledge Hub for the Government Empowerment Network (GEN)
This report was produced by Bahia Gatti MIA ’25, Josefina Piddo MIA ’26, Talia Rosenberg MIA ’25, Charlotte Song MIA ’25, and Felix Wang MIA ’25 for Instiglio, an advisory firm specializing in results-based financing. It proposes a roadmap for designing and implementing an AI-powered Knowledge Hub for the Government Empowerment Network (GEN), Instiglio’s new initiative aimed at strengthening government effectiveness across the Global South. Drawing on stakeholder interviews, co-design workshops with policymakers and Instiglio staff in Bogotá, and early learnings from GEN’s Uganda pilot, the project explores how artificial intelligence can help civil servants access timely, relevant, and trustworthy resources throughout the policy formulation process. The report recommends a hybrid AI model that combines a lightweight off-the-shelf tool with curated content, user-centered design, and participatory governance. Additional guidance covers implementation risks, use case development, metadata design, and long-term sustainability. Taken together, these recommendations offer Instiglio a flexible yet actionable strategy for closing information gaps, supporting policy experimentation, and embedding knowledge-sharing into the policymaking process. The report emphasizes local ownership, ethical safeguards, and iterative development as key to ensuring that GEN’s Knowledge Hub is both technically sound and contextually grounded.
