Digital Governance for Effective Democratic Governance: The Estonian Way Around the World

Estonia has become a global model for digital governance, using technology to enhance transparency, efficiency, and democratic participation. Through the e-Governance Academy (eGA), which is a partnership between the Government of Estonia, the Open Society Institute, and the UNDP, the country has supported over 145 nations in building secure, citizen-centered digital systems. This Capstone project, in collaboration with eGA and Estonia’s Ministry of Foreign Affairs, will develop a 2026-2031 strategic plan to guide the Academy’s next phase of international digital governance initiatives and align them with Estonia’s national cyber and digital diplomacy goals.

The project will analyze eGA’s current global footprint and evaluate its role in advancing democratic governance through digital transformation. By studying past Capstone reports and international case studies, the team will identify opportunities to expand eGA’s influence, strengthen institutional partnerships, and support the implementation of inclusive, secure, and sustainable e-governance systems. A key deliverable will be an implementable strategic plan detailing program priorities, operational pathways, and policy recommendations.
