Kosova, Crafting a Global Strategic Promotion Strategy for a still Unrecognized Democracy

Kosova, Europe’s youngest democracy, declared independence from Serbia in 2008 but remains only partially recognized, with 108 of 193 UN member states acknowledging its sovereignty. Despite limited recognition and ongoing tensions with Serbia, Kosova has emerged as a vibrant, pluralistic democracy. Its constitution enshrines human rights and protections for all ethnic and religious groups, and its institutions have achieved strong governance rankings—58th globally in the World Justice Project Rule of Law Index and among the top 10 for safety and trust in law enforcement (Gallup, 2024). Culturally, Kosova’s global influence is amplified by world-renowned artists and athletes such as Dua Lipa, Rita Ora, and Majlinda Kelmendi, emblematic of the country’s energetic and youthful population.

This Capstone project, in partnership with the Office of the President of Kosova, aims to craft a comprehensive global promotion and communications strategy to reshape Kosova’s international narrative—from a post-conflict state to a thriving democracy and emerging hub for culture, tourism, and investment. Building on previous Capstone work, the team will design a multi-faceted soft power strategy rooted in Joseph Nye’s framework, integrating public diplomacy, digital outreach, cultural exchange, and economic branding.The final deliverable will provide actionable recommendations for leveraging Kosova’s achievements to secure broader recognition, attract foreign investment, and inspire national pride among its youth and diaspora.
