The Millennium Challenge Corporation's Compacts with El Salvador: Lessons Learned for the New Compact

EcoViva sought the assistance of the SIPA team to examine the second Millennium Challenge Corporation (MCC) compact in El Salvador and to make recommendations for its successful implementation, including design alterations that might still be possible at this stage. This report aims to help EcoViva achieve its goals of fostering foreign aid effectiveness through civil society engagement by providing a comprehensive analysis of the FOMILENIO II apparatus and its impact on El Salvador’s public and private sectors. As such, it provides EcoViva with recommendations that it may use to advocate on behalf of civil society for the implementation of the second compact and improvements in details of design in ways that achieve more inclusive and sustainable economic growth.
