PARE 1+1: Improving Moldova's Remittance-Based Investment Program

On behalf of the International Organization for Migration (IOM), the SIPA Workshop team evaluated the Government of Moldova’s Program on Attracting Remittances into the Economy (PARE 1+1) that aims at channeling remittances into micro, small, and medium enterprise development. Based on data from two assessment missions, the team recommended specific support for post-investment business development and a stronger focus on measuring the program’s impact. Drawing on extensive stakeholder consultations and best practices, the team also assessed the possibility of establishing a remittance-centered crowdfunding platform for MSME development and developed a detailed roadmap for the platform’s development and implementation.
