A Sustainable Model for Career Centers to Improve Employment Options for Tunisian Youth

A team composed of six SIPA students worked with Education for Employment Tunisie (EFE) to study the Centres de Carrière et de Certification des Compétences (4Cs), a network of career centers in Tunisia, and propose recommendations for improvement of its operational model. Through fieldwork, we developed a first diagnostic framework of the 4C's current operational model, highlighting areas needing development. We then created a Benchmarking Report, summarizing career center best practices from universities across the world and identifying which ones are essential to a sustainable career center. A Performance Assessment Rubric was created in order to rank the studied career centers, which can be used to monitor and evaluate the performance of individual 4Cs. By conducting interviews with various Tunisian stakeholders, we were able to assess the identified best practices for feasibility and impact in the Tunisian context. Our final deliverable consists of the seven prioritized recommendations drawn from our benchmarking study, along with detailed implementation plans. We recommend that EFE focus on the following seven recommendations: Structuring Staff, Independent Funding, Monitoring & Evaluation, Enhancing Online Platforms, Accredited Work Experience, Multi-Stakeholder Engagement, and Alumni Engagement.
