International Dual Degrees at SIPA /Global Public Policy Network - GPPN
Current SIPA students interested in the dual degree program and who meet the criteria can submit the International Dual Degree Application. The application for the upcoming academic year will open in late February.
SIPA’s International Dual Degree programs, offered through the Global Public Policy Network (GPPN), allows students to earn two master’s degrees from two top universities on two continents in just two years—a unique opportunity for a global perspective in public and international affairs. The language of instruction for all programs is English, except the Management and Public Policy program at FGV, which is in Portuguese.
SIPA partners with seven leading global institutions. Graduates receive both a SIPA MIA or MPA and a degree from the partner school as part of a unified two-year program. The degree programs fall into distinct tracks - fixed or flexible.

Two Program Tracks
SIPA’s International Dual Degrees follow two paths—Flexible Track and Fixed Track—which differ in timing, structure, and application process:
Flexible Track - For continuing SIPA students — apply after enrolling
Current SIPA MIA or MPA students spend one year at SIPA and one year at a partner institution.Fixed Track - Separate application on the partner school website— apply before enrolling

Program Criteria
To participate in the international dual degree programs, you must meet the criteria listed below:
- First-year student in the traditional two year MIA or MPA programs
- Enrolled full-time in all semesters
- Must matriculate at SIPA in the Fall semester
- In good academic standing with a minimum cumulative GPA of 3.0 by the end of the Spring semester of your first year
- Complete all core requirements with the exception of capstone and internship by the end of the Spring semester. Note: Internship must be registered or waived prior to the second year but students can complete the internship at any time prior to completion of the degree.
- Complete a full academic year (Fall and Spring semesters)
- Complete a minimum of 30 credits at SIPA by the end of the Spring semester
Generally, an average of 3-6 SIPA students per dual degree will participate in the international dual degree program each year. The number of accepted students will vary from year to year, depending on the number of applications.
Students are expected to fulfill the equivalent of all coursework for both degrees and will be set on an intensive academic course that will allow them to do this in two years. The program combines the research and educational strengths of SIPA and the partner school to create a course of study that gives students a breadth of knowledge with a truly global reach.
Application Process
First-year SIPA students in the traditional two year MIA/MPA program interested in participating in an international dual degree program can APPLY HERE for all programs excludes fixed track programs. Note that this application opens in the Spring semester in late January/Early February. Dates vary by year.
Students enrolled at a GPPN partner institution who wish to apply to a dual degree program should contact the relevant school for further information on the program.

Exchange programs allow students to spend a semester of their second year at one of our partner schools and transfer credits back to SIPA. SIPA students continue to pay SIPA tuition when they are abroad. SIPA currently participates in one exchange program.

GPPN Overview
The Global Public Policy Network (GPPN) is a partnership between Columbia University, Sciences Po Paris, London School of Economics and Political Science (LSE), The Munk School at the University of Toronto, Lee Kuan Yew School of Public Policy at the National University of Singapore, FGV-EAESP in São Paulo, Graduate School of Public Policy (GraSPP) at the University of Tokyo, and the Hertie School in Berlin.
The mission of GPPN is to address the most pressing public policy challenges of the 21st century. It aims to have policy impact, be influential in public policy education and training, and to be innovative in teaching and research through a number of activities:
