Winning the Future: Assessing Ukraine’s Resilience, Reconstruction, and Integration into Europe

Commissioned by the U.S. Department of State amid calls to reassess Ukraine policy, the final report outlined a strategic framework for advancing U.S. interests through sustained support for a sovereign Ukraine. It began by addressing a key question: Why does Ukraine matter to the United States? Grounded in Secretary of State Marco Rubio’s “America First” doctrine, the report emphasized strength, security, and prosperity as guiding principles. While distant geographically, the war’s outcome affects U.S. global leadership, economic resilience, and allied security.

The second section of the report evaluated Ukraine’s security needs, advocating for a durable ceasefire, a European Coalition of the Willing, and renewed U.S. efforts to rearm Ukraine. It recommended calibrated diplomatic coercion to influence Russian behavior. The third section proposed a U.S. economic strategy to rebuild Ukraine through investments in agriculture, renewable energy, and critical minerals. Joint ventures and technology transfer are encouraged to counter Russian and Chinese influence and bolster supply chains. Finally, the report stresses governance and anti-corruption reforms tied to Ukraine’s EU accession. It calls for transparency, institutional integrity, and coordinated international support to ensure accountable and effective reconstruction. Together, these efforts aim to secure Ukraine’s sovereignty while reinforcing America’s strategic and economic interests.
