Colombia is one of the earliest proponents of the United Nations’ 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs), but it faces the challenge of how to navigate the complex financial environment surrounding implementation. This report emphasizes three areas of research; international case studies exhibiting how innovative financial mechanisms can implement development projects, methodologies available to calculate financing gaps for the implementation of the SDGs in sub-national contexts, and the recommendation of a blended finance approach emphasizing results-based financing, direct equity and government risk mitigation as the most promising financing methods for advancing the SDGs in Colombia.
